Banking landscape

The United States is the world's largest economy, although it is widely expected to be overtaken by China around 2016, and its dominance in the global banking market is similarly being challenged.

According to data from Bloomberg, the five largest US banks are JP Morgan Chase, Bank of America, Citigroup, Wells Fargo and Goldman Sachs, which together control around $8.5 trillion in assets. This is equivalent to around 56% of the US economy as a whole by GDP. Despite concerns in the wake of the 2008 financial crisis that these banks were ‘too big to fail', their size has actually increased from 43% of GDP in 2006.

While these and other giant banks (e.g. Morgan Stanley, PNC) dominate the US banking sector, there are 526 banks with assets of over $1 billion in operation in the US, and 6,168 commercial banks in total, according to the Federal Deposit Insurance Corporation (FDIC).

A handful of alternative ethical banks and financial institutions exist in the United States, including Urban Partnership Bank (Chicago), RSF Social Finance (San Francisco), New Resource Bank (San Francisco), First Green Bank (Florida), and One Pacific Coast Bank (Oakland, with branches in Portland, Seattle and Washington). There are also around 7,350 credit unions operating in the US, serving 94 million people.

Bank regulation

The banking sector in the United States is regulated at both the state and federal level, creating a fragmented regulatory environment involving a relatively large number of agencies.

The Federal Reserve System (commonly known as ‘the Fed'), is the central bank of the United States, and regulates the U.S. monetary and financial system. It is composed of a central governmental agency in Washington, D.C. and twelve regional Federal Reserve Banks in major cities throughout the United States.

Banks can choose to operate under a state charter or a national charter. State-chartered banks are regulated by an agency of the state in which they operate, and can choose whether or not to belong to the Federal Reserve System. National-chartered banks, in contrast, are regulated by the Office of the Comptroller of the Currency (OCC), and are exempted from many, but by no means all, state-level banking laws.

In addition, the vast majority of banks carry insurance from the FDIC, which exists to insure deposits against bank failure, and which also carries regulatory authority over the banks. Finally, the National Credit Union Association supervises and insures both federal and state credit unions.

Previously another regulator, the Office of Thrift Supervision, had oversight over savings and loan institutions. However the organisation was wound down in 2011, with its role being taken over by the OCC, FDIC, the Fed and the Consumer Finance Protection Bureau.

Banking sector reform

The financial crisis which began in 2008 brought significant changes to the US banking sector. Notable casualties of the crisis included Bear Stearns, a global investment bank that was acquired by JPMorgan Chase in March 2008 at a fraction of its pre-crisis value; Lehman Brothers, formerly the 4th largest investment bank in the US, which collapsed in September 2008 in the largest bankruptcy in American history; and Washington Mutual, the largest savings and loan association in the US until its collapse in September 2008. The crisis period also saw the acquisition of the investment bank Merrill Lynch by Bank of America, the nationalisation of the two largest US mortgage lenders, Fannie Mae and Freddie Mac, and the bail-out of the insurer AIG.

Other than government bail-outs and other support, the primary instrument of banking reform in the US has been the Dodd-Frank Wall Street Reform and Consumer Protection Act, passed in 2010. The law is intended to promote financial stability by protecting consumers from financial abuses, ending taxpayer bailouts of financial firms, dealing with troubled banks that are "too big to fail," and improving accountability and transparency in the financial system - in particular, by requiring certain financial derivatives to be traded in markets that are subject to government regulation and oversight.  The Commodity Futures Trading Commission website on the act is here.

Independent sustainability and reform initiatives

Independent initiatives for a sustainable banking sector in the United States have included the Move Your Money Project, a non-profit campaign that encourages individuals and institutions to divest from the large Wall Street banks and move to local financial institutions.  The initiative, which grew out of the Occupy movement, claims that over 4 million accounts have moved from the big Wall Street banks, with an additional 12 million predicted to do so in the next two years.
