Banking landscape

The Netherlands, a relatively small country, has a substantial financial sector. The three largest banks, 100 percent state-owned ABN AMRO, publicly listed ING and cooperative bank Rabobank are still important global players, even with their size severely diminished after the financial crisis. These three banks, together with SNS bank, also a 100 percent state owned bank since february 2013, dominate the domestic retail market.

There are two social/ethical banks operating in the Netherlands; the independent Triodos bank and ASN bank, part of the SNS Reaal group to which also belongs SNS bank. Both bank provide a full range of services to retail bank customers.

Bank regulation

The Dutch financial sector is supervised by two distinct entities:

The Dutch Central Bank is responsible for the stability of the Dutch banking sector. DNB operates as an independent central bank and supervisor to ensure:

  • price stability and balanced macroeconomic development in Europe, together with the other central banks of the Eurosystem;
  • a shock-resilient financial system and a secure, reliable and efficient payment system;
  • strong and sound financial institutions that meet their obligations.

The Netherlands Authority for the Financial Markets (AFM) has been responsible for supervising the operation of the financial markets since 1 March 2002. This means that AFM supervises the conduct of the entire financial market sector: savings, investment, insurance and loans. By supervising the conduct of the financial markets, AFM aims to make a contribution to the efficient operation of these markets.

The Nederlandse Vereniging van Banken (Dutch Banking Association) developed the Code Banken (English version here), a code of conduct that the Dutch government has made binding for all banks with a bank license in the Netherlands.

Government policy on bank reform

Following the financial crisis of 2008, Dutch parliament established the so called de Wit Commission. The commission was tasked with investigating the cause of the financial crisis, the government response to the crisis -more precisely the way it bailed out Dutch banks- and to formulate recommendations to reform the Dutch banking sector. Official Dutch government policy is aimed at stabilising and restoring confidence in the financial sector. An outline of the policy can be found here.

after seeking advice from the Wijffels commission the Dutch government in August 2013 published its vision on the desired structure of the dutch bankingsector. Find it here.

Independent sustainability and reform initatives

In recent years, a number of sustainability initiatives have sprung up in the Netherlands. The Oxfam Novib led Eerlijke Bankwijzer (Fair Banking guide) provides customers with independent information on the sustainability efforts of all leading Dutch banks, including information how to 'move your money' to a more sustainable bank. The Bankwijzer has proven to be a powerful tool to influence consumer behaviour. Recently, Oxfam Novib also launched a sister site, de Eerlijke Verzekeringswijzer (Fair insurance guide)

Another important development was the establishment of the Sustainable Finance Lab, an influential thinktank of economist and (ex)bankers seeking a fundamental reform of the financial sector in the Netherlands.
