Banking landscape

France, a medium-sized country, has an important financial sector. The three largest banks, BNP Paribas, Société Générale and Crédit Agricole, all publicly listed, are global players both in corporate and investment banking as well as asset management activities. Natixis, the CIB branch of the cooperative bank BPCE, comes fourth. These four banks together with Credit Mutuel and La Banque Postale also dominate the French retail market.

There are two small social/ethical banks : Crédit Coopératif, a subsidiary of the BPCE group and main banking actor in the social economic sector, and La Nef, a smaller actor which publishes the list of projects it finances in the environmental, social and cultural sectors.

Bank regulation

The French financial sector is supervised by two distinct entities:

The French Central Bank is responsible for the stability of the French banking sector. The Banque de France operates as an independent central bank and supervisor to ensure:

  • price stability and balanced macroeconomic development in Europe, together with the other central banks of the Eurosystem;
  • a shock-resilient financial system and a secure, reliable and efficient payment system;
  • strong and sound financial institutions that meet their obligations.

The French Authority for the Financial Markets (AFM) is an independent public body with legal personality and financial autonomy. Its remit is to:

  • safeguard investments in financial instruments and in all other savings and investment vehicles
  • ensure that investors receive material information
  • maintain orderly financial markets

Government policy on bank reform

Following the financial crisis of 2008, French parliament adopted the "financial and banking regulation law" in October 2010. This law enforces at the national level the decisions of the G20 to reinforce regulation, surveillance and control of financial actors and markets.
