Lake Baikal - The proceeds from EuroSibEnergo's IPO will be used to support destructive dams severely affecting great Siberian rivers and the fragile Lake Baikal system (photo credits: Baikal Environmental Wave)
about

Eurosibenergo ESE (also known as "En+Power") is an electricity generation company which owns majority shares in 4 major Siberian hydropower plants: Irkutskaya, Bratskaya, Ust-Ilimskaya on Angara River and Krasnoyarskaya on Yenisey River. Eurosibenergo ESE also has several thermal stations and coal mining operations. EuroSibEnergo is the second largest hydropower enterprise, the fourth largest power generator and the largest privately-run power enterprise in Russia. Its major businesses include power generation, power transmission, heat supply, power trading and supply, coal exploration, as well as engineering services. It has 19.46 GW of installed capacity at present, including hydropower capacity of 15 GW and thermal power capacity of 4.46 GW.

In 2011 ESE signed a deal with Chinese Yangtze Power to create joint venture YESEnergo to build additional 10 GWt at yet unknown locations in Siberia.

Company is a full subsidiary to En+ Group.

En+ Group combines largest aluminum enterprise in the world - Rusal and electricity generation company Eurosibenergo-ESE. In terms of actual production process and damage caused these two are inseparable, since aluminum smelters cannot survive without cheap electricity.

Rusal has been already listed with restrictions on HKEx in 2010, while ESE is trying to be listed now ( 2010-2011). En+ Group is the most important part of conglomerate that includes all businesses of Oleg Deripaska. "Basic Element" includes many other smaller businesses from airlines and construction companies to infamous Baikal  Pulp and Paper Mill)

Geographically main activities and impacts we are immediately concerned with now are confined to  Yenisey River Basin -Baikal Lake Area in Eastern Siberia. However, as YES-Energo matures Chinese partners may insist on dam building in other areas closer to Sino-Russian border.

A report compiled by Rivers without Boundaries, which outlines the major environmental, social and political risks of the proposed hydropower projects contained in EuroSibEnergo's Hong Kong IPO.

It also brings to EuroSibEnergo's poor environmental track record to light. In the past, the company's systemic failure regarding basic environmental management and corporate social responsibility practices has meant that its investors had to bear the burden of significant environmental fees and fines. These risks have not been adequately disclosed in EuroSibEnergo's listing documents for its Hong Kong IPO.

Rivers without Boundaries coalition is very concerned about the impacts of EuroSibEnergo's projects on the fragile Lake Baikal ecosystem -a UNESCO World Heritage Site -, the region's surrounding biodiversity and local communities.
